“Вы” requires a verb in plural (“были”) even when we address to a single person.

The form of a verb in an answer shouldn’t necessarily be the same as its form in a question.

For instance, in this example Anna answers about herself, she is a woman, so, she has to use a verb in singular female (“не была”).
