When we need to decide about the form of a verb, we have to check the noun in Nominative case (form №1).

\\\\\\\

Thus, in the question the noun №1 is “число”, оно (neuter). Therefore we use the verb in neuter: “было”.

In the answer the noun №1 is absent, but it’s implied. The whole structure of the sentence is made such a way as if there were the noun “число” (№1, оно) in it. Therefore we use the verb in neuter: “было”.
